21 month old waking to play in middle of night

My 21 month old daughter Polly has started waking between 2-4am for approximately an hour or longer every night. She is happy and playful initially when she wakes but does call out for mummy or daddy. Then she wants cuddles or juice or milk, or asks to get up. She is still in a cot. I sometimes offer water if she is insistent. She is always standing cuddling her soft toys and she has a night light on. She will start crying and screaming if we leave her, but I do a mix of CC and PD until she goes back off, and put her music on for 15 mins at a time. Until this week she has slept in a gro-bag but has now started to unzip and remove them, so then I have to go in and see to her as I worry she gets cold. She kicks off blankets or duvet, so I end up wrapping her in a cardigan or a top she cant remove to ensure she stays warm enough for sleep.
Her routine has been regular for a long time. Bath at 6.30, story and milk at 7, and bed at 7.30. Lunch at 12, nap at 1pm or 2pm for 2 hours. I decided the nap was the problem so have been trying to cut it out in case its too much sleep but that hasnt actually made any difference except she fell asleep at 6pm last night, but still woke at 2am for an hour. Should I be cutting the nap out altogether or maybe just reduce it? Some days she seems to not need the nap until nearly 3pm which I know is really late. She self settles at nap and bedtime really well.
She wakes for the day usually at 7am.
I would really appreciate some advice as I dont know what to do.
